| Management of NMMST is divided in two formats, namely, government management and private management. Education and administration center (marine education center and platform—in control of core curriculum), research and archives, exhibitions, and special exhibitions are under the management of the NMMST. Exhibition halls, marine theater, parking lot, landscapes, and public facilities are under the management of private operators. |

| 2. Project plan |

Construction of the NMMST is divided into two formats, namely, government investments and private investments. The marine science and technology exhibition hall, the Chao-Jing Marine Research Center, administration and education center, service facilities, part of the parking lots, landscape, and public facilities will fall under the implementation responsibility of the NMMST. The marine ecology hall (aquarium), marine theater, and the Shen-ao Train Station will fall under the implementation responsibility of private operators.
