1. Background information
The main expressway that leads to the NMMST is Provincial Route 2. Other routes to the NMMST include Xiehe Street, Provincial Route 2B, and County Route 102. All existing roads are less than 15 meters in width. There is a railroad track that runs to the south of the NMMST site, but it is mainly used for transporting coal and sandstone to the power plant. To the east of the site, an old station still stands, a structure left over from the time when the train brought travelers.

Provincial Route 2 has reached its capacity in holding traffic, especially on weekends and holidays. When the NMMST opens its doors in 2009, it is expected to bring over 2 million visitors a year. It is estimated that over 20,000 people per day or 5,000 people per hour will pack the road during rush hours. This will undoubtedly cause traffic jams in neighboring expressways and result in severe parking problems, effecting visitors to the area and the living condition of the surrounding neighborhoods and communities.

The Wan-Rui Expressway becomes an important roadway in solving such traffic problem. In addition, the preparatory office, the Keelung City Hall, and the Ministry of Transportation have conducted studies on the possibility of resuming passenger service for the Shen-ao branch line and transfer point.


2. Wan-Rui Expressway
The Shen-ao branch line starts at the Rui-fang Station and ends at the Shen-ao Power Plant. It is 6.56km long and passes through the southern end of the NMMST site (where the employee living quarters were). The line stopped passenger service in 1989 and is now used only for transport of coal. The railway station is scheduled to be built to the south of the NMMST. When the line resumes service, visitors need only take a five-minute walk through a wooded path to reach the main exhibition hall. The line will take approximate two years before service can be resumed, but once that is done, traffic and parking problems can be reduced. Furthermore, connection services will offer visitors a choice to visit nearby Keelung night market and Jiufen.

3. Resume passenger service for the Shen-ao branch line
The Shen-ao branch line starts at the Rui-fang Station and ends at the Shen-ao Power Plant. 4. Transfer point
The idea of a transfer point is to use the parking lot or a transfer station to reduce traffic and to bring visitors to other scenic areas. The NMMST is expected to attract over 2 million visitors a year. But the NMMST should be seen as one major attraction point within a larger tourism region. The transfer point should help solve parking and transfer problems, and bring visitors to Badouzi, Bisha, and Heping Island to the west, eastern coast to the east, and Jinguashi and Jiufen to the south. The development of the three-kilometer stretch of Bisha-Badouzi-NMMST tourist area requires thorough planning to reduce impact caused by heavy traffic and parking to the minimum, especially during peak hours at holidays and when the area hosts special activities.

Passenger cars can reach the NMMST via three routes: 1) Highway 1aKeelung CityaProvincial Route 2awestern end of NMMST; 2) Highway 1 or 2aWan-Rui ExpresswayaProvincial Route 2aeastern end of NMMST; 3) Wan-Rui ExpresswayaShen-aokeng InterchangeaXiehe StreetaProvincial Route 2asouthern end of NMMST. To avoid over-traffic on Provincial Route 2, transfer points or large parking lots will be set up to intercept traffic flow. Bisha and Badouzi Fishing Ports will be responsible for accommodating traffic from the west, NMMST will be responsible for traffic from the east, and Xiehe Street will be responsible for traffic from the south.
